SMART CITY GOVERNANCE
Smart city governance refers to the decision-making and management system a city implements to promote smart city development and address common issues. It includes sharing the smart city vision, establishing strategies and methods for implementation, and defining the scope of authority and influence. In this sense, governance is defined as encompassing all these elements. To measure the level of governance, this report analyzes the changes since 2022 by focusing on key strategic reports and dedicated organizations of 50 global cities, which contain information about their smart city visions and strategy formulation.
The perspective for governance analysis includes the following: In the smart city governance strategy section, 1. the reflection of smart city concepts in urban planning, 2. the integration and specificity of the smart city implementation strategy.
In the second analysis section, smart city leadership, it includes 1. the size and status of dedicated organizations, 2. the integration of organizational functions, 3. information integration capabilities.
Finally, in the analysis of dedicated organizations for smart city implementation, it includes 1. the function of data organizations, 2. the governance of affiliated organizations and collaborative governance. Each of these perspectives was broken down into specific indicators to conduct a comprehensive analysis of the governance structure in each city.
Additionally, this index report reflects how quickly cities are incorporating and updating their smart city strategies in line with technological changes, how the smart city vision is incorporated into the higher-level city vision, and how they are being promoted in an integrated manner. These factors were given high weight in the analysis.
